Minutes of Regular Meeting of Board of Trustees
Bamberg-Ehrhardt Middle School
September 24, 2007
7:30 P. M.
Members present: Chairman Dale Padgett, Vice-chairperson Sheri Seigler, Secretary Stacey H.
Long, Trustee Rita M. Sease and Trustee Tony E. Duncan.
Absent: None
1. Call meeting to order: Chairman Dale Padgett called the meeting to order and asked the audience to repeat the Lord’s Prayer.
2. Notice to Media: In accordance with the S. C. Code of Laws, Section 30-4-80
(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

3. Approval of Minutes
The minutes of August 27, 2007, were approved as presented.
4. Student/Staff Recognition
Superintendent Phyllis Schwarting announced the following:
· Maddie Kemp, a student at Richard Carroll Elementary School Campus B, won the Piggly Wiggly Art Contest during this past summer.
· Richard Carroll Elementary School Campus A has been selected as one of three Reading First Schools in the state to be visited by the Federal Reading First observers/evaluators on November 5-9. This is an honor for the school and district because not only will Bamberg be represented, but the state of South Carolina as well. The other two districts selected were Beaufort and Lexington.
· Brandon Bamberg, Bamberg-Ehrhardt High School senior, has been offered a full scholarship to play football with the United States Air Force Academy next year. Bandon starts the school year with a 3.8 GPA and he was also named to the All State Baseball Team earlier this year.
· Progress Reports for the first 4½ weeks of school were issued on September 24, and Open House was held on the same day from 5:00 p. m. to 7:00 p. m. at Bamberg-Ehrhardt High School.
· The seniors attended ED-Op Day at Voorhees College on September 24.
· The Red Raider Regiment and the B-E Band Booster Club held the Low Country Festival of Bands Contest on Saturday, September 22. Sixteen bands participated.
· Brittany Barnwell was crowned Homecoming Queen on September 14, at the Bamberg- Ehrhardt verses Burke High School football game.
· Brittany Barnwell has been named Drum Major for the Red Raider Regiment Marching Band for this marching season.
· Daquan Bowers was named the Times and Democrat Player of the week for his performance in the B-E High School verses Barnwell game on September 4.
· On Thursday, September 27, seniors will attend Career Expo 2007 at Orangeburg-Calhoun Technical College.
· On Tuesday, September 25, Bamberg-Ehrhardt High School faculty and staff will tour the Cope Area Career Center (CACC) as part of a staff development day.
· Sports:
- Football: 5-0 with region plays starting September 28, at Williston- Elko.
- Volleyball: won the match against Blackville-Hilda Last week and is very competitive with a very young team.
- Girls Tennis: very young team and improving daily. Their most recent win was against Woodlands and Fox Creek.
5. Assistant Superintendent’s Report
Dr. Rick Starr, assistant superintendent, reported that there are a few repairs in the Field House that will be completed on Thursday, September 27; however, the building has been cleared for occupancy and the keys have been released. Existing problems in the district are: water pressure and a rusty taste in the water at Campus B; a water bill at Richard Carroll Elementary School Campus A that spiked this past month (building will be checked for leaks); and existing problems with the air conditioning in the Bamberg-Ehrhardt High School Band room. Dr. Starr will check and make sure the sink tops in the restrooms at the Field House are smoothed.
6. Superintendent’s Report
Superintendent Schwarting reported on the following:
· The 2006-2007 SAT scores were reviewed. The district’s scores increased by 9 points and the district led this area in SAT scores. [Board Packet Enclosure]
· The 2003-2007 ACT scores were reviewed. The district’s scores increased in all areas. [Board Packet Enclosure]
· The August 2007 edition of the Character Education Newsletter by Mrs. Cynthia Hurst was reviewed. [Board Packet Enclosure]
· The district received a grant for $78,599.92 to provide a full-time licensed nurse probably for Ehrhardt Elementary School and Richard Carroll Elementary School Campus B. [Board Packet Enclosure]
· A final copy of a revised District Elementary School Report Card was presented and reviewed.
7. PACT Scores
Superintendent Schwarting reviewed the results of the 2007 PACT test scores. The district’s scores were #1 in this area and #3 in the state. [Board Packet Enclosure]

8. Monthly Financial Report

Finance Director Devon Furr presented the Finance Report for August 2007. Presently, there are no overspent items.
9. Visitors’ Comments
Ms. Annie Napier stated that she had not received a response from the Superintendent in reference to the school bus situation of her child as she was promised at the last board meeting. She believes that since she lives in town that her child should ride the town bus.
Chairman Padgett responded by stating that the board does not know the ins and outs of bus routes and should not interfere with that.
10. Executive Session
Chairperson Dale Padgett called for a motion to enter Executive Session. Trustee Tony Duncan moved and Vice-chairperson Sheri Seigler seconded to enter Executive Session. The motion carried (5-0). The purpose for entering executive session was to discuss:
a. Employment Recommendations
b. Student Transfer Requests
Open session: Chairman Dale Padgett declared the board out of Executive Session.
A. Employment Recommendations:
Vice-chairperson Sheri Seigler moved and Trustee Stacey Long seconded to accept the Superintendent’s recommendation to change the teaching paying salary of Kevin Crosby and Lawanda Johnson to that of a substitute teacher ($85) for the remainder of the 2007-2008 school year due to a change in their teaching credentials by the State Department of Education. The motion passed 5-0.
B. Student Transfer Requests:
Trustee Stacey Long moved and Vice-chairperson Sheri Seigler seconded to accept the school transfer requests of the following students:
(1) Taylor Nobles (7th) and Courtney Nobles (3rd) - From Bamberg School District Two to attend school in Bamberg School District One for the 2007-2008 school year.
(2) Bryan Cory Dantzler (10th), Laurel Brookes Chandler (2nd), and Madeline Rose Chandler (K5) – From Bamberg School District Two to attend school in Bamberg School District One for the 2007-2008 school year.
(3) Nicholas Sullivan (7th) – From Orangeburg Consolidated School District 4 to attend school in Bamberg School District One for the 2007-2008 school year.
(4) Kayla Michelle Joye (4th) – From Orangeburg School District 4 to attend school in Bamberg School District One for the 2007-2008 school year.
The motion passed 5-0.
With no other business before the board, Chairman Dale Padgett adjourned the meeting.
