Minutes of Regular Meeting of Board of Trustees

Bamberg-Ehrhardt High School   

September 25, 2006

7:30 P. M.

 

Members present:  Chairman Dale Padgett, Vice-chairman John E. Bamberg, Secretary Sheri   

                                Seigler and Trustee Stacey H. Long.

                               

Absent:  None

 

1.         Call meeting to order:  Chairman Dale Padgett called the meeting to order and  

            asked the audience to repeat the Lord’s Prayer.  

 

2.                  Notice to Media:  In accordance with the S. C. Code of Laws, Section 30-4-80

(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

                                    The Times and Democrat

                                    The Advertizer-Herald

 

3.                  Approval of Minutes

The minutes of August 28, 2006, were approved as presented. 

 

4.                  Revised Draft Policy Manual (Sections C, D, E and F) - SCSBA

Each board member received a copy of Sections C, D, E and F of the revised draft Policy Manual for review.  These sections will be discussed at the October 2006, Board of Trustees meeting.

   

5.                  Assistant Superintendent’s Report

·        The Field House plans are in the Office of School Facilities in Columbia, South Carolina.

·        Based on a facility study conducted by SCSBIT, Richard Carroll Elementary School Campus kindergarten playground equipment will be replaced with new equipment.  Bond money will be used to pay for it. 

·        A plumbing and mildew problem exists in a portable classroom at Campus A.

 

6.                  Student/Staff Recognition

·        Mrs. Amy Stembridge and Mrs. Lee Ashe have been invited to participate in a “Math a Cognition: Using Writing And Literature To Deepen Mathematical Thinking” conference in Greenville, South Carolina, in November 2006.  

·        Mrs. Beth Clark received a “Capturing a First-Grader’s Joy” grant through Donors Choose.  She will receive a digital camera for her classroom valued at $484.00.  The class is planning to make a “My First Grade Year” photo album for one of her students who lost all of her pictures in Hurricane Katrina last year.

·        All varsity sports are undefeated.

·        Chris Pressley has been selected as the T&D Player of the Week.

7.                  Heritage Community Services

Certified teachers from Heritage Community Services, a non-profit organization from Walterboro, South Carolina, will teach certain segments of health education to students.  The curriculum is about abstinence in sexual activities and there is no cost involved.

 

Trustee Sheri Seigler made a motion and Vice-chairman John Bamberg seconded to give the administration permission to participate in the Heritage Community Services curricula and Life Skills instruction program.  The motion passed 4-0.

 

8.                  Superintendent’s Report

·        Beginning August 15, 2006, adult education in Barnwell and Bamberg will be managed by Ms. Julie Kornahrens, Director of Adult Education in Dorchester County and Regional Adult Education Technical Assistance Center (RAETAC).  Mr. Joe Pye, Superintendent in Dorchester School District Two has agreed to serve as the fiscal agent and share his personnel.  The Bamberg Adult Center is currently closed for approximately six weeks.  In the meantime, students are attending school in Denmark.

·        The district met 5 of 6 standards of the Preliminary Performance Report from the Career and Technology Education -- the CATE Program.

·        Leslie Harper, Maintenance Engineer, from the South Carolina Department of Transportation submitted 5 recommendations for consideration in aiding with the traffic at Richard Carroll Elementary School Campus A.

·        School Improvement Council elections are scheduled to take place no later than October 15, 2006.

·        MAP testing was administered in grades 2 through 10 in Bamberg schools and Grade1 in Ehrhardt school.  A mass test was administered in English, writing, and math.  Information from this testing will provide information for student remediation. 

·        Margaret B. Meyer, Bamberg County Auditor, reported Bamberg County 2006 tax millage for School District One as follows:

School Bond …………  46.0

 

9.                  PACT and SAT Scores 2006

Many students do not take the necessary courses in preparation for the SAT test; however, this will be addressed again.  Below are the SAT scores for the district.

For the first time in this district, testing was administered in 2006 in science and social studies. PACT test scores for 2006 are attached.

10.              Election of Delegate to 2006 SCSBA Convention

Chairman Dale Padgett made a motion and Trustee Sheri Seigler seconded to elect

Vice-chairman John Bamberg as the delegate to the South Carolina School Boards Association business meeting on December 2, 2006, at the Hilton Head Plaza Hotel in Hilton Head, South Carolina.  The motion passed 4-0.

 

Trustee Stacey Long made a motion and Chairman Dale Padgett seconded to elect Trustee Sheri Seigler as the alternate delegate to the South Carolina School Boards Association business meeting on December 2, 2006, at the Hilton Head Plaza Hotel in Hilton Head, South Carolina.  The motion passed 4-0.

 

11.              Monthly Financial Report

Finance Director Devon Furr reported that the finances are normal for this time of the year. 

 

12.              Visitors’ Comments

Frederick Hicks and Stephon Hicks expressed concerns about the hazardous walking conditions for the children who reside in the Hicks Circle; that is, lack of posted road signs and snakes.

 

Ms. Pat Jones introduced herself as a candidate for empowering education.  She is seeking the election to the vacant seat of deceased Trustee Board Member Donald Mallory.  The election is scheduled for October 10, 2006.

 

13.              Executive Session

Chairman Dale Padgett called for a motion to enter Executive Session.  Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to enter Executive

Session.  The motion carried (4-0).  The purpose for entering executive session was to discuss:

a.       Employment Recommendations

b.      Student Transfer Requests

 

Open session: Chairman Dale Padgett declared the board out of Executive Session.

 

 

A.  Employment Recommendations

Vice-chairman John Bamberg made a motion and Trustee Stacey Long seconded to accept, with regrets, the retirement of Mrs. Ruth McMillon, paraprofessional aide, effective September 11, 2006.  The motion passed 4-0.

 

Vice-chairman John Bamberg made a motion and Trustee Stacey Long seconded to accept the employment of Ms. Tonja Yvette McMillan, paraprofessional aide at Bamberg-Ehrhardt Middle School, effective September 13, 2006.  The motion passed 4-0.

B.  Student Transfer Requests

Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the attendance transfer request of Taylor and Courtney Nobles from Bamberg School District Two to attend school in Bamberg School District One for the 2006-2007 school year.  The motion passed 4-0.

 

Vice-chairman John Bamberg made a motion and Trustee Stacey Long seconded to accept the attendance transfer request of Dylan Koon from Orangeburg School District 4 to attend school in Bamberg School District One for the 2006-2007 school year.  The motion passed 4-0.

 

Trustee Stacey Long made a motion and Vice-chairman John Bamberg seconded to accept the attendance transfer request of Brittany Lyons from Bamberg School District One to attend school in Colleton County School District for the 2006-2007 school year.  The motion passed 4-0.

 

With no other business before the board, the chairman adjourned the meeting at 9:30 p. m.
