Minutes of Regular Meeting of Board of Trustees

Members present:  Chairman Dale Padgett, Vice-chairperson Sheri Seigler, Secretary Stacey H.   

                                 Long, Trustee Rita M. Sease and Trustee Tony E. Duncan.

                               

Absent:  None

 

1.         Call meeting to order:  Chairman Dale Padgett called the meeting to order and asked the audience to repeat the Lord’s Prayer. 

 

2.               Notice to Media:  In accordance with the S. C. Code of Laws, Section 30-4-80

(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

                                    The Times and Democrat

                                    The Advertizer-Herald

 

3.               Approval of Minutes

The minutes of September 24, 2007, were approved as presented.

 

4.               Revised Draft Policy Manual (Section J – Students) - SCSBA

Handout:  Section J – Students

 

Assistant Superintendent Rick Starr presented and reviewed Section J – Students policies.  These policies are recommended by South Carolina School Boards Association.  They will be reviewed again at the November 2007, board meeting.

 

5.               Proposed Early Dismissal Days for Staff Development

Superintendent Schwarting asked the board to approve the following dates for early school dismissal days for Staff Development for teachers:  November 13, 27; December 4; January 8, 29; February 12, 26; March 11; April 8, 29; and May 6.

 

Superintendent Schwarting stated that a schedule of activities has been designed by the district’s coordinators for staff development.  Students will receive bag lunches and be dismissed around 12:00 noon.   Parents will be notified in advance of this schedule and a notice will be published in the local newspaper.  Parents who may encounter problems will be asked to contact the school.

 

Following a discussion on early dismissal and staff development days, Vice-chairperson Sheri Seigler moved and Trustee Stacey Long seconded to accept the following early dismissal school days for staff development: November 13, 27; December 4; January 8, 29; February 12, 26; March 11; April 8, 29; and May 6.  The motion passed (5-0).

 

 

 

6.               Student/Staff Recognition

Superintendent Phyllis Schwarting announced the following:

·       Ehrhardt Elementary School Fair Winners:

-        Swine Showmanship Winner (Columbia State Fair): Wes Ulmer– 3rd Grade

-        Art Contest 5K Winners (Orangeburg County Fair): 1st Place – Garrett Ulmer and 2nd Place – Justin Lyons;

§       First Grade Winner: 1st Place – Caroline Warren

§       Third Grade Winner: 2nd Place – Austin Lahnert

-        There were many Honorable Mention Art students from Ehrhardt Elementary.

·       Bamberg-Ehrhardt High School:

-        On October 11, eight Junior Leadership students participated in the Health and Human Services program.  The junior group visited the Bamberg County Hospital, Disability and Special Needs Board Office and the Office on Aging.  In September, the group attended a retreat at USC-Salk that presented the “7 Habits of Highly Effective Teens with Leadership Skills".

-        The American Red Cross Blood Drive was held on October 2nd.  Students and staff donated 34 usable units of blood.

-        The football team’s record is currently 8-1 and tied for 1st place in the region.  Playoffs will start on October 29th.

-        Daquan Bowers has been selected to play in the Shrine Bowl.

-        Volleyball Playoffs began on October 22.  The team will travel to Academic Magnet in Charleston for the first round of play-offs.

-        The Red Raider Regiment Band has done exceptionally well this year.  The Band won the following awards:

§       First Place in Lower State Band Competition. 

§       Walterboro Band Classic: 1st Place in IA; Best Color Guard; Best Drum Line and Best Horn Line.

§       Barnwell Music In Motion: 1st Place IIA; Grand Champion ($500) Award; Best Color Guard; Best Drum Line; and Best Horn Line.

§       Orangeburg USSA Garden City Classic: 1st Place IIIA; 2nd Place Overall; Best Color Guard; Best Drum Line; Best Visual Effect; Best Music Effect; and Best Over All Effect.

§       North Augusta Bands Across the Savannah: 2nd Place II A; Best Color Guard; 4th Place Semifinals Superior; and 4th Place Finals Superior.

§       Lake Marion IA Lower State: 1st Place 1: Lower State Champions; Best Music Effect; Best Visual Effect; and Best Over All Effect.

8.               Election of Delegate to 2007 SCSBA Convention

Vice-chairperson Sheri Seigler moved and Trustee Stacey Long seconded to elect Trustee Rita Sease as a delegate in the business meeting of the South Carolina School Boards Association on December 1, 2007, in Hilton Head, South Carolina.  The motion passed 5-0.

 

Trustee Stacey Long moved and Trustee Tony Duncan seconded to elect Vice-chairperson Sheri Seigler as an alternate delegate in the business meeting of the South Carolina School Boards Association on December 1, 2007, in Hilton Head, South Carolina.  The motion passed 5-0.

 

9.               Monthly Financial Report

September 2007 Financial Report [Board Packet Enclosure]

 

Finance Director Devon Furr presented the Finance Report for September 2007.  She stated that the Building Account is overspent because the restrooms at the football field were not included in the budget.

 

10.            Visitors’ Comments

Ms. Alzena Robinson, Bamberg County Councilwoman, stated that some of the people from her district were concerned over the district not being successful with the school bond referendum.  They believe that schools do need work.  Ms. Robinson wanted to know what would be done in order to get the public more involved, what would be done different in order to be successful, and how much it may cost.

 

Chairman Padgett responded by stating that this is something that has not been discussed by the board but it will be addressed.

 

Mrs. Ronika Robinson wanted to know if the First Baptist Church in Bamberg could use the Bamberg-Ehrhardt High School Gym on Saturday mornings for a Little League Basketball Camp.  This is a Christian community oriented program that practice good ethnics and offers scholarships.  Superintendent Schwarting responded by stating that this was something that would have to be discussed because the district’s policy stipulates that this building is not to be rented. 

 

11.            Executive Session

Chairperson Dale Padgett called for a motion to enter Executive Session.  Vice-chairperson Sheri Seigler moved and Trustee Stacey Long seconded to enter Executive Session.  The motion carried (5-0).  The purpose for entering executive session was to discuss:

a.      Purchase of Land

b.     Employment Recommendations

 

 

Open session: Chairman Dale Padgett declared the board out of Executive Session.

 

 

A.  Purchase of Land:

Chairman Padgett announced that the board discussed the purchase of land but no action is needed at this time. 

 

B.  Employment Recommendations:

Vice-chairperson Sheri Seigler moved and Trustee Rita Sease seconded to accept the employment of Cheryl L. Shuler, nurse, effective November 1, 2007, and Jack R. Lambert, math teacher at Bamberg-Ehrhardt High School, effective January 12, 2008.

 

Vice Chairperson Sheri Seigler moved and Trustee Tony Duncan seconded to accept the resignation of Dr. Rick Starr, assistant superintendent, at the end of the 2007-2008 school year.  The motion passed 4-0 [Trustee Rita Sease voted nay].

 

 

With no other business before the board, Chairman Dale Padgett adjourned the meeting.
