Minutes of Regular Meeting of Board of Trustees

Bamberg-Ehrhardt Middle School  

November 28, 2005

7:30 P. M.

 

 

 

 

Members present:  Chairman Dale Padgett, Vice-chairman John E. Bamberg, and Trustee Sheri Seigler, secretary.

                                

Absent:  Trustee Donald Mallory and Trustee Stacey H. Long

 

1.         Call meeting to order:  Chairman Dale Padgett called the meeting to order and  

            asked the audience to repeat the Lord’s Prayer.  

 

2.                  Notice to Media:  In accordance with the S. C. Code of Laws, Section 30-4-80

(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

                                    The Times and Democrat

                                    The Advertizer-Herald

 

3.                  Approval of Minutes

The minutes of October 24, 2005, were approved as presented. 

 

4.                  Student/Staff Recognition

Superintendent Schwarting reported the following:

·        Fleety Fleetwood, a student from Ehrhardt Elementary School, won 2nd place in the 4-H Candle Safety Contest.

·        Ehrhardt Elementary School had a celebration with friends and relatives on November 8, with singing and writing.  Mrs. Cindy Hurst read a book about memories and helped prepare a family writing activity.  The school developed a WALL OF MEMORIES to encourage students to write.  Everyone had an opportunity to write a short memory or story on a “Memory Brick”.  

·        Garrett Smith, Jessie Miller, Jennifer Forbes and Jessica Ginyard have been selected as DARE Representatives for the class of 2006.

·        The Raider Regiment Band came in 2nd place at the State Marching Band Competition at Newberry High School and they won the Best Music Award.

·        Gary Pressley, James Wilson and Daquan Bowers were selected as T&D Players of the Week on separate weeks during the football season.

·        The Varsity Football Team played for the Lower State Championship at Blackville on Friday night, November 25.  They lost by a score of 10 to 7.

·        Congratulations were extended to Coach Anatole Gamble and all the young ladies of the Red Raiders Volleyball Team on an excellent season finishing 21-1.  They advanced to Class A Lower State and lost in the first round of eliminations.

·        Coach Anatole Gamble has been selected as the 2005 All-T&D Region Volleyball Coach of the Year and Jennifer Forbes was selected Player of the Year.  Jennifer scored 252 points for B-E this year, had 168 kills, 63 blocks, 105 assists and 84 aces.  Joining Forbes on the 2005 All-T&D Region’s first team is teammate Whitley Raysor who had 243 points, 119 kills, 46 blocks, 112 assists and 123 aces.

·        Shannon Ransom has been selected to play in the North/South High School All-star game on Saturday, December 10, in Myrtle Beach, South Carolina.

·        Ricky Sapp has been selected to play in the Shrine Bowl on December 17, in Spartanburg, South Carolina.

·        Kristen Hicks received an Athletic Scholarship to play Softball at Newberry College.

·        Junior Red Cross workers of the district are collecting Toys for Tots.

·        Open House will be at Richard Carroll Elementary School Campus B on Tuesday, November 29, from 5:30 p.m.–7:00 p.m. and Family Literacy and Math Night is Tuesday, November 29, from 5:30 p.m.-7:00 p.m. 

·        Open House will be at Richard Carroll Elementary School Campus A on Tuesday, December 6, from 5:00 p.m.-6:30 p. m.

 

5.                  Assistant Superintendent’s Report – Dr. Rick Starr

In the absence of Assistant Superintendent Dr. Rick Starr, Superintendent Schwarting reported that the district was in the process of doing a district facility study.  Hopefully, a report will be given at the January 2006, Board of Trustees meeting.  Building repairs throughout the district are being done only when necessary.

 

6.                  Federal Reports – Phyllis Overstreet

Mrs. Phyllis Overstreet reported the following:

Title I - $546,996.00

Funds are used to support English Language Arts and Math instructions and to pay instructional staff (including teachers and paraprofessionals).  Richard Carroll Elementary Schools and Ehrhardt Elementary School are the 2006 Title I funded schools. 

 

Title II - $140,473.00 (Teacher Quality)

Funds are used to support teacher salaries to reduce class size and to provide staff development for teachers and paraprofessionals -- particularly in assisting staff in meeting the “Highly Qualified” requirement of No Child Left Behind.

 

Title IV - $14,269.00

Funds are used to support character education and activities related to Safe and Drug Free Schools.

Title V - $6,102.00

Funds are used to support service learning activities, High Schools That Work and English as a second language activity.

 

Title VI - $49,988.00 (Rural Money)

Funds are used for technology licenses and staff development, primarily for High Schools That Work and Project Lead The Way.

 

Vice-chairman John E. Bamberg wanted to know how funding this year was compared with previous years.  Mrs. Overstreet responded by stating that the district took a cut this year of approximately 5%.  Since December 2000, the district has lost approximately $70,000.

 

7.                  Superintendent’s Report

Superintendent Schwarting stated the following:

·        Reviewed: Bamberg-Ehrhardt Middle School’s Newsletter (Board Packet Enclosure).

·        The district is in the process of implementing an IHP (Individual Healthcare Plan) that would allow students to administer their own medications as mandated by the State.  Parents have received a letter stating that their child would have a plan developed if needed. A sample policy will be obtained from South Carolina School Boards Association before presenting a policy to the board for review.

8.                  Monthly Financial Report

Board Packet Enclosures:  Financial Report – October 2005

In the absence of Finance Director Devon Blume, Superintendent Schwarting reported that everything in the finance department was normal for this time of the year.  Although this is a rough time of the year, money will come in during the months of December and January.  The administration is trying to build a Fund Balance for times like these.

 

9.                  Visitors’ Comments

None

 

Chairman Dale Padgett and board members present agreed to continue the tradition of omitting the December Board of Trustees Meeting that is scheduled for December 26, 2005.

 

10.              Executive Session

Chairman Dale Padgett called for a motion to enter Executive Session.  Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to enter Executive Session.  The motion carried (3-0).  The purpose for entering executive session was to discuss:

a.       Superintendent’s Evaluation and Contract

b.      Student Transfer Requests

c.       Employment Recommendation

 

Open session: Chairman Dale Padgett declared the board out of Executive Session.

 

A.  Superintendent’s Evaluation and Contract

Chairman Dale Padgett announced that Superintendent Phyllis Schwarting’s evaluation was rated overall excellent by those participating in the evaluation.

 

Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded that the addendum to Superintendent Phyllis Schwarting’s contract be revised and the contract be extended from June 30, 2007 to June 30, 2008.  There is a salary increase from $94,249 to $100,375.  The motion passed 3-0.

 

B.  Student Transfer Requests

Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to accept the attendance transfer request of Brianna Burton from Colleton County School District to attend school in Bamberg School District One for the 2005-2006 school year.  The motion passed 3-0.

 

Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to accept the attendance transfer request of Brandon, Mitch and Kirstin Whetstone from Edisto School District to attend school in Bamberg School District One for the 2005-2006 school year.  The motion passed 3-0.

C.  Employment Recommendations

Trustee Sheri Seigler made a motion and Vice-chairman John Bamberg seconded to accept the employment of Blanch V. Johnson, secretary in the Special Services Department, effective November 21, 2005, for the remainder of the 2005-2006 school year.  The motion passed 3-0.

 

Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to accept the employment of Vivian Elaine Robinson, business education teacher at Bamberg-Ehrhardt High School, effective January 17, 2006, for the remainder of the 2005-2006 school year.  The motion passed 3-0.

 

Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to accept the position move of Kevin (Butch) Crosby, teacher aide from ISS, to teach math at Bamberg-Ehrhardt High School effective January 17, 2006, for the remainder of the 2005-2006 school year with his salary remaining as a teacher aide’s until he passes the PRAXIS test.  The motion passed 3-0.

 

With no other business before the board, the chairman adjourned the meeting.
