Minutes of Regular Meeting of Board of Trustees

Bamberg-Ehrhardt Middle School    

March 24, 2008

Members present:  Chairman Dale Padgett, Vice-chairperson Rita M. Sease, Trustee Sheri Seigler and Trustee Tony E. Duncan.

                               

Absent:  Secretary Stacey H. Long

 

1.        Call meeting to order:  Chairman Dale Padgett called the meeting to order and asked the audience to repeat the Lord’s Prayer. 

 

2.              Notice to Media:  In accordance with the S. C. Code of Laws, Section 30-4-80

(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

3.              Approval of Minutes

The minutes of February 25, 2008, were approved as presented.

 

4.              Student/Staff Recognition

Superintendent Schwarting announced the following:

·      On March 20, 2008, Bamberg-Ehrhardt Middle School held its Academic Awards Banquet. Awards were: 98 students received awards; 2nd Honor student was Bonnie Miller; 1st Honor student was Michaela Cornforth; and 10 students in the 8th grade had a 95 or higher average.

·      Students from Coach Corey Crosby’s class participated in the Special Olympics on March 14, 2008, at Edisto High School.  Winners were: Marshall Spellman – 1st Place Long Jump and 200 Meter; Stella Broughton – 1st Place 100 Meter and 2nd Place Softball Throw; Jessie Rhodes – 1st Place Running Long Jump and 3rd Place 200 Meter; and Derrick Deleon 1st Place Standing Long Jump and 3rd Place 400 Meter.

·      Candia Wallace and Khadijah Brabham, students of Mrs. Carroll Brabham’s 8th grade science class, attended the “Introduce a Girl to Engineering” day at the Ruth Patrick Science Education Center at USC-Aiken on March 1, 2008.  Candia and Khadijah participated in hands-on activities, built models and took part in competitions throughout the day with other girls from the Central Savannah River Area (CSRA).

·      Marion Kelly, a 10th grade student at Bamberg-Ehrhardt High School, was elected District Vice President for the Future Business Leaders of America state organization.

·      Jacob Holman has been accepted into the Governor’s School in Hartsville for the 2008 Summer Program.

·      Michael Miller, B-E High School Band Director, presented a Spring Band Program on March 20th at the high school gym.  The 6th grade band, middle school band and the Red Raider Regiment Bands presented an excellent musical program.

·      The Junior Red Cross collected 37 pints of usable blood at the March Blood Drive.  Mrs. Constance Ferguson is the sponsor of this organization.

·      Larry Long won 3rd place in his weight division at the SC Wrestling Championships.  Larry was also selected and competed as a member of the SC High School League North/South All-Star Wrestling team.

·      Erick Buckner was selected and played in the SC High School League North/South All-Star basketball game played in Myrtle Beach on March 15th.  Eric has also been selected to play in the CSRA South Carolina/Georgia basketball game.

·      The Bamberg-Ehrhardt High School Diamond Dynasty Step Team won 1st Place in the step team competition in Barnwell.

·      Students participating in spring sports are: Baseball – 30 JV and Varsity; Softball - 28 JV and Varsity; Track – 40 Boys and Girls; Soccer – 36 JV and Varsity; and Golf – 12 Varsity.  A total of 146 students are participating in spring sports which is 31% of the total student body.

·      There will be a B-E Red Raider Lift-A-Thon on April 5, at 11:00 a. m.  All proceeds will be used to purchase weight room equipment.

·      B- E High School Dragon Newsletter was reviewed [Board Packet Enclosure].

·      Character Newsletter was reviewed [Board Packet Enclosure].

 

5.              Second Reading: Board Policy – Childs & Halligan Law Firm

Use of School Facilities –  KF

Request for Use of School Facilities – KG-E(2)

 

Superintendent Schwarting and the board reviewed for second reading Board Policy KF - Use of School Facilities as presented.  As requested by the board, explanations to the use of these policies were presented and reviewed.  [Board Packet Enclosures]

 

Trustee Sheri Seigler moved and Vice-chairperson Rita Sease seconded to accept Board Policy KF - Use of School Facilities; KG-E(1) – Daily Fee Schedule for Use of School Facilities); and KG-E(2) – Request for Use of School Facilities.  The motion passed 4-0.

 

6.              Approval:  2008-2009 School Calendar

Superintendent Schwarting reviewed the 2008-2009 School Calendar.  The calendar coincides with Orangeburg Consolidated School District Four because the district shares the Cope Career Center and Alternative School.  Following is a copy of the calendar:

After a discussion, Trustee Sheri Seigler moved and Trustee Tony Duncan seconded to approve the 2008-2009 School Calendar as presented.  The motion passed 4-0.

 

7.              Superintendent’s Report

Superintendent Schwarting reported the following:

·      The SCSBA Delegate Assembly takes place December 6, 2008, at the Legislative and Advocacy Conference at the Crowne Plaza Hotel on Hilton Head Island.  May 5, 2008, is the deadline to make nominations for the officer/board.  Proposals for 2008-2009 Resolutions deadline is July 7, 2008 and Proposals for changes in the SCSBA Constitution is June 16, 2008.  [Board Packet Enclosure]

 

Vice-chairperson Rita Sease reviewed with the board three major points that were emphasized at the annual South Carolina School Boards Convention on February 28thMarch 2nd, 2008, in Hilton Head Island, SC.  It was stated that Board Members should be knowledgeable on the following:

·      Monitoring school performance – Become more involved in student learning. 

·      Ways to focus on student learning without micromanaging staff – Be more clear and precise on the Mission, Vision and Goal.

·      Self Evaluation of the Board – Be on target with goals that are set with the district each year.

 

 

 

 

8.              Monthly Financial Report

No report.  The Finance Department could not get a computer problem corrected with CSI due to the Easter holiday.  This report will be presented at the April 28, 2008, board meeting.

 

9.              Visitors’ Comments

None

 

10.           Executive Session

Chairman Dale Padgett called for a motion to enter Executive Session.  Trustee Sheri Seigler moved and Vice-chairperson Rita Sease seconded to enter the Executive Session.  The motion carried (4-0).  The purpose for entering executive session was to discuss:

a.     Employment Resignations

b.     Student Transfer Requests

c.     Superintendent’s Evaluation

 

 

Open session: Chairman Dale Padgett declared the board out of Executive Session.

 

A.  Employment Resignations:

Trustee Sheri Seigler moved and Vice-chairperson Rita Sease seconded to accept the resignations, with regrets, of Barbara Isaac, English Teacher at Bamberg-Ehrhardt High School; Roger C. Moses, Jr., Business Education Teacher at Bamberg-Ehrhardt High School; Faye Bellamy, Kindergarten Teacher at Richard Carroll Elementary School Campus A; and Bessie Cogburn, Kindergarten Teacher at Richard Carroll Elementary School Campus A, at the end of the 2007-2008 school year.  The motion passed 4-0.

 

B.  Student Transfer Requests

Vice-chairperson Rita Sease moved and Trustee Sheri Seigler seconded to accept the school transfer request of Mitch, Brandon, and Kirstin Whetstone from Orangeburg Consolidated School District 4 to attend school in Bamberg School District One for the 2008-2009 school year.  The motion passed 4-0.

 

Trustee Sheri Seigler moved and Vice-chairperson Rita Sease seconded to accept the school transfer request of Harley Nix from Ehrhardt Elementary School to remain in school at Richard Carroll Elementary School Campus A for the remainder of the 2007-2008 school year instead of returning to Ehrhardt Elementary School which is in her attendance area.

 

C.  Superintendent’s Evaluation:

Chairman Dale Padgett announced that the Superintendent’s Evaluation will be carried over to the April 2008 board meeting. 

 

With no other business before the board, Chairman Dale Padgett adjourned the meeting.
