Members present: Vice-chairperson Sheri Seigler, Secretary Stacey H. Long, Trustee Rita M.
Sease and Trustee Tony E. Duncan.
Absent: Chairman Dale Padgett
1. Call meeting to order: Vice-chairperson Sheri Seigler called the meeting to order and asked the audience to repeat the Lord’s Prayer.
2. Notice to Media: In accordance with the S. C. Code of Laws, Section 30-4-80
(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

3. Approval of Minutes
The minutes of June 4, 2007, were approved as presented.
4. Student/Staff Recognition
Superintendent Schwarting stated that Mrs. Clarice Cockrell, curriculum coordinator for English/Language Arts, and Mrs. Lee Ashe, 4th grade math teacher, received a $1,000 grant from the Donors Choose organization. These funds will be used to enhance activities in the classroom.
5. Assistant Superintendent’s Report
Handout: Board Policies Section I – Instruction
Assistant Superintendent Starr gave each board member Section I – Instruction of the revised draft Board Policy Manual to review and discuss at the July 2007, Board of Trustees meeting. This section came from South Carolina School Boards Association.
The construction work on the field house and restrooms are on schedule. These projects should be completed by July 2007. The only thing that could cause a problem is water. The waterline has to be rerouted to a different fire hydrant which could end up being a cost to the district. Normally, however, if a construction company tears something up, it is their responsibility to repair it.
6. Superintendent’s Report
Superintendent Schwarting stated the following:
· Betty Bagley, former district superintendent for Bamberg School District One, has been named State Superintendent of the Year.
· Lisa Stokes has been appointed by the Second Judicial Circuit to the State Board of Education. She is replacing Ms. Virginia Wilson.
· The district received a Learn and Serve Grant this past year and is anticipating receiving another for the upcoming school year. 210 students from the third grade at Richard Carroll Elementary School and Bamberg-Ehrhardt High School engaged in 1328 hours of Service Learning activities during the 2006-07 school year. Students planted a Tulip Garden at the elementary school; participated in Spanish tutoring; planted and harvested a vegetable garden at the high school; visited the Bamberg Nursing Home; and participated in patriotic activities throughout the year. Mrs. Denise Miller and Mrs. Heather Ulmer are the school level coordinators for service learning activities.
· The June 25, 2007, edition of the T&D Newspaper stated that Bamberg School District One leads the T&D area in the percentage of students to graduate. Nationally, the district had 61.4% students to graduate which is above the state’s average and 83.4% to graduate on the state average. Calculations are based on students who enter the 9th grade and complete high school in 4 years.
7. FY 2007-2008 Budget Resolution
o Final Reading
Superintendent Schwarting stated that a Budget Work Session was held with the board on June 18, 2007, at 6:30 p. m. and a Public Hearing was held on June 25, 2007, from 6:30 p. m. to 7:30 p. m.
Due to an incomplete budget by the Legislature, Superintendent Schwarting read the following Resolution and asked each board member to sign giving approval in order for the administration to continue making payments to employees and creditors during the month of July.
WHEREAS THE SOUTH CAROLINA LEGISLATURE HAS NOT YET FINALIZED THE STATE BUDGET FOR FISCAL YEAR 2007-2008, INCLUDING THE AMOUNT OF FUNDS TO BE ALLOCATED TO INDIVIDUAL SCHOOL DISTRICTS, THE BOARD OF TRUSTEES OF BAMBRG SCHOOL DISTRICT ONE HEREBY RESOLVES THAT THE DISTRICT’S GENERAL FUND OPERATING BUDGET FOR FISCAL YEAR 2006-2007 SHALL ALSO BE USED FOR FISCAL YEAR 2007-2008 ON A TEMPORARY BASIS UNTIL THE BUDGET FOR FISCAL YEAR 2007-2008 CAN BE ADOPTED OR THE BOARD OTHERWISE DETERMINES THAT DEVIATION FROM THE FISCAL YEAR 2006-2007 BUDGET IS DESIRABLE OR NECESSARY. THE BOARD FURTHER RESOLVES THAT THE TEMPORARY USE OF THE FISCAL YEAR 2006-2007 OPERATING BUDGET IN NO WAY BINDS THE DISTRICT TO WAIVE OR FORFEIT ANY INCREASES TO THE OPERATING BUDGET THAT ARE AVAILABLE TO THE DISTRICT UNDER LAW.
Trustee Rita Sease moved and Trustee Stacey Long seconded to approve and sign the above printed Resolution as presented by Superintendent Schwarting. The motion passed (4-0).
8. Monthly Financial Report
Finance Director Devon Furr presented the Finance Report for May 2007 [Board Packet Enclosure].
9. Visitors’ Comments
Mr. Henry Maynard, citizen of the district, commended Superintendent Schwarting on management with the district’s budget.
10. Executive Session
Vice-chairperson Sheri Seigler called for a motion to enter Executive Session. Trustee Rita Sease moved and Trustee Tony Duncan seconded to enter Executive Session. The motion carried (4-0). The purpose for entering executive session was to discuss:

b. Student Transfer Requests
Open session: Vice-chairperson Sheri Seigler declared the board out of Executive Session.
A. Employment Recommendations:
Trustee Stacey Long moved and Trustee Rita Sease seconded to accept the employment of Kevin Bernard Wright, math teacher at Bamberg-Ehrhardt High School, for the 2007-2008 school year. The motion passed 4-0.
Trustee Stacey Long moved and Trustee Rita Sease seconded to accept the employment of Sandra M. Avinger, math coordinator, for the 2007-2008 school year. The motion passed 4-0.
B. Student Transfer Requests:
Trustee Stacey Long moved and Trustee Rita Sease seconded to accept the school transfer of Charles Peek from Bamberg School District One to attend school in Orangeburg Consolidated School District 4 for the 2007-2008 school year. The motion passed 4-0.
Trustee Rita Sease moved and Trustee Tony Duncan seconded to accept the school transfer of Raven Johnson from Bamberg School District One to attend school in Orangeburg Consolidated School District 5 for the 2007-2008 school year. The motion passed 4-0.
Trustee Stacey Long moved and Trustee Rita Sease seconded to accept the school transfer of Brittany Lyons from Bamberg School District One to attend school in Colleton County School District for the 2007-2008 school year. The motion passed 4-0.
Trustee Stacey Long moved and Trustee Rita Sease seconded to accept the school transfer of Nicholas Woodard from Ehrhardt Elementary School to attend school at Richard Carroll Elementary School Campus A for the 2007-2008 school year. The motion passed 4-0.
With no other business before the board, the Vice-chairperson adjourned the meeting.
