Minutes of Regular Meeting of Board of Trustees
Richard Carroll Elementary School – Campus A
July 24, 2006
7:30 P. M.
Members present: Chairman Dale Padgett, Secretary Sheri Seigler and Trustee Stacey H. Long.
Absent: Vice-chairman John E. Bamberg
Trustee Donald Mallory (Deceased on July 14, 2006)
1. Call meeting to order: Chairman Dale Padgett called the meeting to order and
asked the audience to repeat the Lord’s Prayer.
Chairman Padgett announced the passing of Trustee Donald Mallory. He stated that although Board members have had moments with Trustee Mallory, it is believed that his heart was in the right place – he looked out for the children and he will be missed.
2. Notice to Media: In accordance with the S. C. Code of Laws, Section 30-4-80
(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

3. Approval of Minutes
The minutes of June 26, 2006, were approved as presented.
4. Assistant Superintendent’s Report
Assistant Superintendent Dr. Rick Starr reported the following:
· Summer projects are being completed;
· The budget has been finalized but the money won’t show up until later during the school year. There is a cash flow problem at this time, therefore, only things of necessity will be done at this time;
· The mold problem that existed last year this time, does not exist now; and
· A meeting will be scheduled with the architect in reference to the field house very soon. Bidding will take place in December or January.
5. Superintendent’s Report
Superintendent Schwarting reported the following:
· It has been confirmed by the Election Commission and the District’s attorney that the County books will be opened for the election of the remaining term of Seat 1 on July 28, 2006, at noon and closed at noon on August 7. The election will be held on October 10. Since this is a special election, the district will be responsible for the cost.
· In compliance with the Federal Law, letters have been mailed to parents advising them that their children have a choice of attending kindergarten through 5th grade in Bamberg or Ehrhardt since Richard Carroll Elementary School – Campus A did not meet AYP (Adequate Yearly Progress).
· The District will receive a $50,000 award from Blue Cross Blue Shield of South Carolina to fund a school nurse. The MAPPS (Medicaid Adolescent Pregnancy Prevention Services) program will be implemented and funded from this award. Janice Wrightenberry will operate the program at the high school and middle school, if necessary. Training dates for Mrs. Wrightenberry are August 9, and 10, 2006.
· Miss Mary F. Harrison was featured in the T&D Newspaper as having taught school for 55 years; 38 of those years were with Bamberg School District One.
· The Regional Center of Dorchester Two in Summerville, South Carolina, is being negotiated to serve as the fiscal agent for Adult Education since the retirement of James Washburn, Director of Adult Education in Blackville.
· Jennifer Rahn, Bamberg-Ehrhardt High School senior, was among 13 students who accepted invitations into the prestigious National Scholars program at Clemson University. The National Scholars program provides full scholarships for four years of undergraduate education, a study-abroad opportunity in the United Kingdom and a range of enhanced academic activities. The scholarship also includes two years of graduate study.
· Shaquita Kinard, B-E High School senior, recently won a scholarship through the Regional Medical Center Summer Enrichment program. She plans to attend USC in Columbia in the fall. Bretta Cook, Jennifer Rahn, Anna Marie Wrightenberry and former student, Kate Pate, also attended the program.
· Sports Department:
o B-E High School center football player, Martin Padgett, has been ranked #89 in the top 100 by the South Carolina High School League. He is one of 8 seniors named in the T&D region.
o B-E junior defensive tackle Daquan Bowers is listed as a 2008 recruit for the senior class of 2008 from the T&D region. The 6-6, 265-pound standout is already ranked the second-best college prospect from the class of 2008.
· Warren Armstrong, David Hammett, Aaron Ness, and Martin Padgett, Bamberg-Ehrhardt High School juniors, were selected to attend Palmetto Boys State at the University of South Carolina June 11-17. The objective of Palmetto Boys State is to take young men who have demonstrated leadership in their own communities and train them in practical democratic principles of government and have them actually participate in the organization, election and functions of these governmental units. Palmetto State is sponsored by the South Carolina American Legion, with the financial assistance of several local civic groups and business establishment.
· Kyle Stokes, a rising 6th grader, was named “Mr. Station” at the Dave Odom Basketball Camp in Columbia June 11-15. He was judged for having worked the hardest daily on his station drills throughout the camp. He was also named the Most Valuable Player during the Week for July 10, at the Summer Slam Basketball Camp held at St. George Baptist Church.
6. Revised Draft Policy Manual (Part I) - SCSBA
Dr. Rick Starr, Assistant Superintendent, presented each board member Sections A and B of the revised draft Policy Manual to review and discussed at the August board meeting. The lettering was the only changes made in the current policies and the only new Policy is A-E (Strategic Plan). The next section will be requested from South Carolina School Boards.
7. Visitors’ Comments
Mr. Wilbert King requested that some consideration be made for school bus transportation for their small children. Although their residence is less than a mile and a half from the school, the children would have to cross Highway 78, his wife’s health conditions are poor, and his working hours won’t allow them to walk the children to and from school.
Mr. Ronnie Salley requested to have school bus transportation for his child because of his wife and his working hours.
Superintendent Schwarting stated that the state law requires parents to provide transportation for their children if they live less than a mile and a half from the school they attend; however, the administration will look into various situations individually.
8. Executive Session
Chairman Dale Padgett called for a motion to enter Executive Session. Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to enter Executive Session. The motion carried (3-0). The purpose for entering executive session was to discuss:

b. Resignations
c. Student Transfer Requests
Open session: Chairman Dale Padgett declared the board out of Executive Session.
A. Employment Recommendations
Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the employment of Mrs. Julie P. Ulmer, 7th grade Language Arts teacher, for the 2006-07 school year. The motion passed 3-0.
Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the employment of Kelvin Devon Crosby, math teacher at the high school, for the 2006-07 school year. The motion passed 3-0.
B. Resignation
Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the resignation of Mrs. Lena Graham, lunchroom manager at Richard Carroll Elementary School – Campus B, at the end of the 2005-2006 school year due to retirement. The motion passed 3-0.
Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the resignation of Ms. Mary F. Harrison, music teacher, at the end of the 2005-2006 school year due to retirement. The motion passed 3-0
C. Student Transfer Requests
Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the attendance transfer request of Alexander Smith, Amaris White and Armani White from Bamberg School District One to attend school in Orangeburg Consolidated School District 5 for the 2006-2007 school year. The motion passed 3-0.
Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the attendance transfer request of Howard “Dawson” Stokes from Richard Carroll Elementary School – Campus A to attend school at Ehrhardt Elementary School for the 2006-2007 school year. The motion passed 3-0.
Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the attendance transfer request of Corey Sease from Ehrhardt Elementary School to attend school at Richard Carroll Elementary School – Campus B for the 2006-2007 school year. The motion passed 3-0.
Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the attendance transfer request of Corey Ulmer, III and James Ulmer from Colleton County School District to attend school in Bamberg School District One for the 2006-2007 school year. The motion passed 3-0.
Trustee Sheri Seigler made a motion and Trustee Stacey Long seconded to accept the attendance transfer request of Courtney Zorn an Carson Zorn from Bamberg School District Two to attend school in Bamberg School District One for the 2006-2007 school year. The motion passed 3-0.
With no other business before the board, the vice-chairman adjourned the meeting.
