January 24, 2006

Members present:  Chairman Dale Padgett, Vice-chairman John E. Bamberg, Trustee Sheri Seigler, secretary and Trustee Stacey H. Long.

                               

Absent:  Trustee Donald Mallory

 

1.         Call meeting to order:  Chairman Dale Padgett called the meeting to order and  

            asked the audience to repeat the Lord’s Prayer.  

 

2.                  Notice to Media:  In accordance with the S. C. Code of Laws, Section 30-4-80

(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

                                    The Times and Democrat

                                    The Advertizer-Herald

 

3.                  Approval of Minutes

The minutes of November 28, 2005, were approved as presented. 

 

4.                  Election of Officers for 2006

Superintendent Phyllis Schwarting presided during the election of the 2006 Board Officers. 

 

Board Member John Bamberg made a motion and Board Member Sheri Seigler seconded to re-elect all current board members to their same positions for the 2006- fiscal year: Dr. Dale Padgett, Chairman; Mr. John Bamberg, Vice-chairman; and Mrs. Sheri Seigler, Secretary.  The motion passed 4-0.

 

5.                  Approval of 2006 Board Calendar

Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to accept the 2006 Board Meeting Schedule as listed below.  The motion passed 4-0

6.                  Student/Staff Recognition

Superintendent Schwarting reported the following:

·        Ashley McCormick won the D.A.R.E. Essay Award from Ehrhardt Elementary School.

·        Jennifer Rahn has been chosen to compete in the National Scholars program at Clemson University.  Forty-two people have been chosen from the nation and 21 from South Carolina.  If Jennifer gets this scholarship, her tuition, books, board, and a semester to study abroad will be free.

·        Cadet 2nd Lt. Chris Smith was recognized by Bamberg-Ehrhardt High School JROTC as the best Platoon leader of the 2nd Squad for the first semester and Staff Sergeant Greg Booth was recognized as the best Platoon leader of the 1st Squad.

·        Three students are qualified to apply for Palmetto Fellows from Bamberg-Ehrhardt High School.  Students must score a minimum of 1200 on the SAT or 27 on the ACT.  Students must also have a GPA of 3.5 and rank in the top 6% of their class.

·        The following 8th grade students met the criteria to become South Carolina Junior Scholars for 2005-2006: Justin Mallouk, Anona Miller, Robin Munoz, and Kyle Smith.  In order to be identified as a South Carolina Junior Scholar, a student must have obtained on the PSAT a score greater than or equal to 50 on the verbal, math, and/or writing sections of the test.

·        Mr. John Bamberg, Vice-chairman of the district’s board of trustees, was elected President of the South Carolina School Boards Association.

·        The B-E Band finished 2nd in the state in the finals of their class.

 

7.                  Assistant Superintendent’s Report – Dr. Rick Starr

Superintendent Schwarting reported in the absence of Assistant Superintendent Dr. Rick Starr that the district was doing very little with repairs and maintenance.  The result of the Facility Needs Assessment study indicates that the district is fighting a losing battle on some sites.

 

8.                  Facilities Study – Mr. Dean Morr, Architect – Stevens & Wilkinson

Mr. Dean Morr reviewed the results of the district’s Facility Needs Assessment Study. The study included the following:

ü   Bamberg-Ehrhardt Elementary School – 4K-5 Facility – Core Design for 900 students – 700 students plus 4K initial – Total Project Cost $19,700,000;

ü   Bamberg-Ehrhardt Elementary School – 4K-6 Facility – Core Design for 1,000 students – 820 students plus 4K initial - $21,225,000;

ü   Bamberg-Ehrhardt Middle School – 6/7/8 Facility – Core Design for 600 students – 400 students initial population – Total Project Cost $19,600,000;

ü   Bamberg-Ehrhardt High School – 9-12 Facility – Core Design for 750 students – 550 students initial population – Total Project Cost $33,700,000;

ü   Bamberg-Ehrhardt Middle/High School – 6-12 Facility – Core Design for 1,200 students – 950 students initial population – Total Project Cost $45,700,000;

ü   Bamberg-Ehrhardt Jr/Sr High School – 7-12 Facility – Core Design for 1,000 students – 830 students initial population – Total Project $42,950,000;

ü   Bamberg-Ehrhardt Athletic Facilities - $6,730,000;

ü   Bamberg-Ehrhardt Administration Building - $2,300,000; and

ü   Maintenance Facility - $330,000.

 

Significant Serious Problems: Campuses A and B have reached the end of their useful life and need to be replaced almost immediately.  Ehrhardt Elementary, the middle school and high school don’t appear to be all that bad, construction wise.  If these schools are to remain, the roofs will need replacing immediately, and new heating and ventilation systems will need to be installed.  At the end of 10 years, the district will have to have a plan to include major additions or to replace the buildings.  

 

9.                  Superintendent’s Report

Superintendent Schwarting stated the following:

·        Karen Herndon, coordinator of the Gifted and Talented program, has organized a workshop for Gifted and Talented Autistic teachers on Tuesday, April 4, 2006, from 9:00 a. m. – 11:00 a. m.  Eight districts from this region will participate.

·        The district received a letter of thanks from Mr. John Tindall, Superintendent of Clarendon School District Two, for allowing Mr. Ricky Albertson, Director of Technology, for participating in his district’s technology evaluation program.  Mr. Albertson is now considering on having a group of outsiders come and evaluate this district’s technology program next school year.

·        The district’s response to the State Department of Education deficiencies on the Preliminary Accreditation Report was reviewed [Board Packet Enclosures]. 

·        A two-period lunch schedule has been implemented at Bamberg-Ehrhardt High School to cut down disciplinary problems [Board Packet Enclosure].

·        Athletic Activity Schedules were reviewed [Board Packet Enclosures].

·        Mrs. Cindy Hurst’s Character Education Newsletter was reviewed [Board Packet Enclosure].

·        Board members were reminded to complete their “Statement of Economic Interests Form” from the State Ethics Commission which is due February 3, 2006.  There is a $100 per day penalty for filing late.

10.              Monthly Financial Report

Finance Director Devon Blume stated that the Supplies Account is overspent because the JROTC program cost approximately $35,000 more than what was anticipated. 

 

11.              Visitors’ Comments

12.              Executive Session

Chairman Dale Padgett called for a motion to enter Executive Session.  Trustee Sheri Seigler made a motion and Vice-chairman John Bamberg seconded to enter Executive Session.  The motion carried (4-0).  The purpose for entering executive session was to discuss:

a.       Student Appeal

b.      Student Transfer Requests

c.       Resignations

 

Open session: Chairman Dale Padgett declared the board out of Executive Session.

 

A.  Student Appeal

Vice-chairman John Bamberg made a motion and Trustee Stacey Long seconded to uphold the district’s decision concerning Mr. and Mrs. Richard Smith residency in this district.  The motion passed 4-0.

 

B.  Student Transfer Requests

Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to accept the attendance transfer request of Shandaya J. Bunn (5th grade) and Monica B. Mixon (1st grade) to attend school at Richard Carroll Elementary School – Campuses A and B rather than Ehrhardt Elementary School for the 2005-2006 school year.  The motion passed 4-0.

 

Trustee Sheri Seigler made a motion and Vice-chairman John Bamberg seconded to accept the attendance transfer request of Marcus A. Thomas from Bamberg School District One to attend school in Orangeburg Consolidated School District Four for the remainder of the 2005-2006 school year.  The motion passed 4-0.

 

C.  Resignations

Trustee Sheri Seigler made a motion and Vice-chairman John Bamberg seconded to accept the resignation of Mr. James L. Brannen, L.D. and Adult Education teacher at Bamberg-Ehrhardt Middle School, effective December 16, 2005, due to retirement.  The motion passed 4-0.

Trustee Sheri Seigler made a motion and Vice-chairman John Bamberg seconded to accept the resignation of Mrs. Cutie Vahali, Business Education teacher at Bamberg-Ehrhardt High School, effective January 13, 2006, due to relocating to another state.  The motion passed 4-0.

 

 

With no other business before the board, the chairman adjourned the meeting.
